At 11:51 a.m., Marine Service Troopers responded to Maher Terminal in Elizabeth on a report of a person in the water in Newark Bay, and eventually located the man, who has not been identified, Jeffrey Lebron, a spokesman for the New Jersey State Police said.
The incident remains under investigation, Lebron said.
